Entre l’avant-projet et la version finale, le budget a explosé. De 37 millions à la base, il a gonflé pour atteindre à 324 millions d’euros aujourd’hui. Le budget initial a donc été multiplié par dix. Tout cela sans refaire de marché public. Une procédure illégale. Et à la question du budget vient s’ajouter celle des délais. Deux ans après les révélations de l’émission #Investigation, la Cour des comptes sort son rapport. Pendant des mois, l’institution a passé au crible l’épineux chantier de la gare de Mons. Concours truqué, marché public illégal, manque de transparence : le constat est amer. Aujourd’hui, la gare de Mons n’est toujours pas terminée et son prix continue de gonfler pour atteindre près de 332 millions d’euros. La Cour des comptes s’est penchée sur les nombreux marchés publics autour du chantier. Plus particulièrement encore à celui qui a permis la construction de la gare. Pour bien comprendre, il faut remonter à la genèse du projet. Au départ, la SNCB, sa filiale Eurogare et la ville de Mons ne veulent pas construire une gare mais bien une simple passerelle. C’est bien pour ce projet-là que Santiago Calatrava est choisi lors d’un concours en 2006. Sauf que deux ans plus tard, le projet change fondamentalement. La passerelle budgétisée à 37 millions d’euros devient une toute nouvelle gare multimodale. Une gare dont le budget a aujourd’hui complètement explosé pour atteindre 331,71 millions d’euros (en euros de 2021). C’est près de dix fois plus que prévu. Cette modification de projet est ensuite entérinée par un avenant. Et puis, il reste encore la question des budgets. On l’a dit, le coût du chantier a été multiplié par dix passant de 37 à près de 332 millions d’euros. Une explosion des budgets qui interroge la Cour des comptes. Ces modifications de budgets "auraient dû faire l’objet d’une documentation exhaustive permettant de justifier les décisions qui ont eu un impact important sur le coût final du projet". Un manque de documentation qui impute à Eurogare, la filiale de la SNCB chargée à l’époque de la construction des gares. A sa tête, Vincent Bourlard, un homme très important à la SNCB. Jusqu’en décembre 2021, il était administrateur délégué d’Eurogare après une longue carrière dans les plus hautes instances de la SNCB. Plus encore, les rémunérations d’Eurogare posent, elles aussi, question. Un manque de transparence et une explosion des budgets qui ont eu un impact sur d’autres chantiers de la SNCB car, pour réaliser ses chantiers, la SNCB travaille sur base de budgets alloués par le gouvernement fédéral. Ces budgets sont consignés dans un plan pluriannuel d’investissement (PPI). Enfin, la Cour des comptes s’interroge sur le manque de moyens donnés au SPF Mobilité. C’est normalement lui qui est chargé de contrôler l’évolution des investissements réalisés par la SNCB. Cependant, la Cour des comptes note que "les rapports concernant la gare de Mons envoyés par la SNCB au SPF depuis 2004 n’ont pas permis un suivi systématique du projet". Au début du projet, il était prévu que la gare de Mons soit inaugurée en 2015, année où Mons est devenue capitale européenne de la culture. Aujourd’hui, le chantier n’est toujours pas terminé. La SNCB annonce une fin des travaux à l’été 2023. C’est huit ans de plus que prévu. Les constats posés par la Cour des comptes sont sans appel. Il y a eu mauvaise gestion par la SNCB et par sa filiale Eurogare aujourd’hui dissoute. Mais qu’en est-il des projets futurs ? La SNCB va-t-elle tirer les leçons de ses erreurs passées ? L’argent du contribuable sera-t-il désormais utilisé avec plus de rigueur ?
